Beyond SAGE: Canada-Caribbean Collaboration in TVET

SAGE is a recently concluded 6 year (2019 -2025) $18.75 million program implemented by Colleges and Institutes Canada (CICan) and funded by the Government of Canada. It supporting demand-driven technical and vocational education and training (TVET) in key occupations needed to introduce climate change mitigation and adaptation initiatives across
Belize, Dominica, Grenada, Guyana, Jamaica and St. Lucia.

Across the world, Technical and Vocational Education and Training has become central to how economies respond to rapid technological change, shifting labour markets, and the growing demand for specialized, job ready skills. TVET is no longer viewed as an alternative pathway — it is a strategic driver of productivity, innovation, and competitiveness.

For the Caribbean, this importance is even more pronounced. Economies in the Caribbean rely heavily on skilled workers in tourism, construction, renewable energy, digital services, agriculture, and the blue economy. Yet employers consistently point to skills shortages as a major constraint on growth. Strengthening TVET is therefore not just an educational priority; it is an economic necessity.

Our discussion featured the SAGE program administrator, Pat Bidart along with Howard Isaacs, Principal of Moneague College, Jamaica, Elizabeth Vincent, Associate Vice President at the College of the North Atlantic, and Gervan Fearon, President of George Brown Polytechnic.
